Technically, you can bring a 12 pack each, but here is the rub. No plastic bottles. You have to find water in 12 oz cartons or aluminum cans. Like others have said you can buy for your stateroom prior to your cruise.

you can order water online with Carnival and it will be delivered to your cabin. I have seen them take water away from people at check in

No you are not allowed to bring bottled water on a carnival ship.Your travel agent should know that. It states that on carnivals web site. You can order water to be delivered to your cabin.

We were allowed to do so on our last carnival cruise in February can bring a case of water and a 12pack of soda

u can bring up to 12 12oz carton/cans of non alcohol beverages per person. no bottles of any kind. u also can purchase bottle water through carnival and it will be at ur stateroom when u get there
