I think it's a little of both. some treatments are cheaper to book prior to boarding but then again they will offer specials onboard. just have to listen when the director starts to talk about all the happenings on ship

The prices always seem to go down on spa services toward the end of the cruise.

10 % is about what you would save. Booking with a travel agent is way cheaper. I use Jacob Clem with Vacations To Go. Or check out Expedia and Trip Advisor to find great deals. All treatments are pretty expensive though I did get a massage once for $75 on port day.
