Harbor House or the Tremont House will give you 6-10 minute walks to the Piers used by Carnival, Princess, Disney, and NCL. Nothing is really walkable to the RCCL pier. Note those are both very nice hotels and are priced higher than the mid-range selections

We stayed in the County Inn & Suites by Radisson 2818 Avenue Galveston TX. We would walk out the front door and walk to the beach, the pleasure pier was something to visit as well as the Bubba Gump shrimp factory.

This will be our first cruise out of Galveston and this is where I booked for us to stay I was hoping it would be walkable to get to the ship, is it?
