Tampa has private shuttles waiting to go to the airport or local hotels, but with luggage, I've never seen them with more than 9-10 passengers. Shuttle prices are per person, so hiring an executive van or small bus that fits all, might be more economical and convenient as you can request a specific time that gives all a chance to finish customs processing.

I agree with Mary! Hire private transportation. that's what I always do. Even if we only have 4 people it is cheaper and way more convenient.
