Budget has shuttles from the port to their downtown location. Lines to pick up cars was very long when I dropped my rental car off around 10:00 am though.

You could Uber to the airport and go to rental counter. sounds like a lot but you will already be relaxed from the cruise and that should make for easy flight home, assuming you are flying out of MIA.

there are a ton right at Miami Airport. that way if your flying out it would be an easy drop-off

Just about every car rental company is in the Miami airport. You should go on line and rent it in advance to secure you car
