This is a great question. Our port time is 7p-11pm. We decided to do a horse and carriage tour for an hour and then going to just walk around the town.

remember it's daylight almost all day there.They still do excursions but looks like late hrs to us.

Victoria is a fun little cosmopolitan city! Feels like a very quick visit to mini-London. Get out, grab a taxi or Uber, and head into town for dinner. That’s basically all there’s time for but we find it’s worth it. The pier is not in town, it’s about a 25 minute walk into town. Nice walk, nice town. Love Victoria!

you can catch a local bus to outside the cruise terminal that will take you to downtown Victoria. There you can see the Fairmont hotel and walk around the harbor. We went to Chinatown for dinner and after the harbor walk caught a bus back to the terminal (Alaska cruise in Aug 2019).
