If you are there on a day when the gardens are open until 10pm, you will realistically get a maximum of 2 hours to explore. Maybe less time, depending how long it takes for the ship to clear customs at the port. On a positive note, it stays light until almost 10pm in July in Victoria, so you would still be able to see everything.

I don’t think that it is worthwhile…considering the time it takes to leave the ship and commute both ways…it would be the similar to trying to enjoy a visit to Disneyland in 3 hours
