Interesting port, and doable on your own if you're adventurous. There is a nice park area at the pier, with great views, but everything else is quite a bit away. We took the provided shuttle bus into town and rode the ferry to Sakurajima. We then walked to the Geopark, where there are free hot-spring-fed footbaths that were fun and relaxing to use. Also had lunch at a conveyor-belt sushi restaurant near the shuttle stop prior to getting on the ferry. Recommend bringing a parasol for some shade. Immigration process when getting off the ship in the morning was quite slow. (This only applies if your ship has been outside of Japan before docking here. We had just come from Busan, Korea.)

Kagoshima seems to have a reasonably new cruise terminal that is some distance south of the city, so we recommend taking the ship’s shuttle bus ($20) to Waterfront Park from where you can walk to the Sakurajima Island (volcano) Ferry terminal (Y500 return) or catch the City View Bus (Y600 Day Pass) at Stop 17. Easy to hop on - hop off to see Kagoshima City Station area, (1), Terekuna Shrine and Saigo statue (4), Tsurumaru castle, Shiroyama Observatory (7), and Senganen Gardens (13).

The excursion was rated wrong when we booked and was much too difficult for my husband and anyone else with limited mobility. Oceania changed the rating, but did not tell us they changed it - so like many of the passengers were not able to fully do this tour.
