We did Tallinn &Old Town--however our guide was terrible. Her english was not good and she tried to make jokes. She spent too much time in one church so we missed alot of other sites. We gave this feedback to the Destination Services desk. For an OE excursion, this was a big disappointment.

We booked and joined a Highlight tour from NCL when we are on board. The city is not big and a hop on and hop off would be fine.
