Sailing from Civitavecchia - Civitatours offers bus transport from Cruise port entrance to Airport for $20 euro, much less than that offered in most transfers. Find on Trip Advisor. There is a free bus from the port entrance to the ship. Need to be sure that it will meet your time requirement.

Again, Rome is a long trek from the port of Civitavecchia. We traveled ourselves, instead of opting for the more expensive excursions, and managed to find our way into Rome on train for a few dollars (as compared to the ship's excursion of $86). The trip is about one hour but well worth it. Rome is such a historically rich city that one day is really not enough to see it all. With a cruise you just have to soak in bits of it. Plan to sample everything and not see anything in-depth however.

We have been to Rome twice before so didn't do a trip into Rome itself, we wandered round Civtavecchia but to be honest there wasn't much to see so we went back in the ship and enjoyed it while is was a bit quieter.
