In my experience, most people dress business casual to very casual, with a modest number of folks really getting dressed.

It runs the spectrum from long dresses and tuxedos at specialty restaurants and in the main dining room to casual ware in the windjammer. It's your cruise, so dress appropriately for the dining venue of your choice. For my wife and me, we like to occasionally dress up, have our pictures taken, go to a specialty restaurant, and dance the night away. Formal night is one reason we have cruised together for 41 years!
