Once you prepay it on the app, you can make your reservations on the ship on embarkation day.

Generally booking bonus or casino comp complimentary dining can not be booked in advance of sailing. The only exception I believe is if in a Sky or Star level suite that you concierge or genie will contact you about 7-10 days prior to sailing with any requests that you have not done yourself or have been able to secure through the Cruise Planner at the website.
