You have to give RC a call and explain your situation. They may allow the non drinker to only need to purchase the refreshment package.

2 answers to this. 1st - yes, all adults in the same stateroom must purchase a package. If one is Deluxe, the other can be Deluxe or Refreshment - just give Royal a call to reserve. 2nd - Royal can grant a medical exemption if the 2nd person can't drink alcohol or sugary drinks. This requires a letter from a doctor and Royal's review.
