The way I understand the law, if you're leaving from a US port and returning to a US port, you don't need one. Approved photo ID or birth certificate is enough. I would call Margaritaville and verify.

If leaving from Tampa you do not need a passport to go to Cozumel. I have done it many times as a matter of fact just did it on this ship 3 weeks ago.

If you are leaving a US port and returning to a US port you will not need a passport. You will need official US birth certificates for travel if not using passports.

You won't need a passport. Birth certificate and driver's license ID, but if something happens to the ship and they need to fly you back you will need a passport or you will be stuck there.
