As of right now yes The cruise lines are trying to get the government to change that. Also don't forget to load the SPTH app, mandatory in order to enter spain.

I’m crossing my fingers that on June 15th the government will amend this rule. This is the next scheduled expiration date. Going to Barcelona for wonder of the seas

It doesn't have to be PCR test. The cruise line takes Antigen Tests Results as well. I just came back from Europe and going back next month.
