Since this is a tender port, how likely does this one get skipped because of the weather? If it does get skipped, do you get refunded if you book it, not through the cruise?

I was the in December, the weather was bad. My excursion had 2 parts, land and sea. The sea part was cancelled due to weather. The excursion was booked through the cruise. When we arrived to the island, the guide told us about the cancellation and gave us 2 options. 1- cancel the whole thing, get money back and go back to the cruise. 2- do the land part and they would do a partial refund. Since we were there already decided to stay and get the partial refund and they did on the same day. I hope this helps with your question.

If you use a good credit card like American Express they usually back their customer if there is a dispute.

Often enough for this to be if concern. Though sea conditions might be fine for your large cruise ship, it could still be too rough for the tender boats. Refunds from 3rd party excursion or tour companies will be covered in their FAQ pages or on your receipt/confirmation. Some sticklers don't distinguish between hotel and cruise tourists some they may require few hours to a week's notice for a refund.

Any tender port is higher risk for cancellation due to weather. In general, particularly if you book through an excursion company, they will refund you if your ship skips a port. You may have to contact them and request a refund. Cruise line excursions are simple and they automatically credit your account.

Your question is way too vague! Depends on the time of year for weather. Since you don't show that you even have a cruise booked, it's hard to say. Don't know exactly what you mean by "book it". Most excursions get refunded, but not all!
