There are other options other than calling certain departments to get service like additional towels. You can always leave a written note for your cabin steward in your cabin requesting the towels if he doesn't respond to your calls. If all else fails, go to the customer service desk and explain how you haven't received a return call or compliance to your request from your cabin steward. Make sure they call the supervisor in charge of the stewards that handle your cabins deck section. You will get it taken care of. The customer service desk is there just for reasons such as this.
