Who do you contact for a refund when a party to a group had an emergency and couldn't travel?

That would depend entirely on whom you purchased your tickets from (that would be the first point of contact) whether it was a travel agent or the cruise lines direct. It will most likely also depend on whether travel / trip interruption / cancellation insurance has been purchased or not. If yes they may also be a point to reach out to. The timing in relation to when the cruise is / was will also be very relevant.
