Yes but quite a long walk if elderly or unfit, taxis and shuttle buses nearby. Funchal is fantastic checkout market beer garden on top .also Christmas lights at night are spectacular.

It was a beautiful walk, but long. This was my favorite port on my transatlantic cruise this past November. Beautiful and clean city, and has some wonderful parks.
