The author obviously had no idea they 'tender' to shore at Coco. ''Too cheap for a place to park'', LOL. They drop anchor(s) and tender passengers with ferries. If its too windy they can't do it safely. So RC is not cheap because they don't have a place to park, they do in fact do have enough money to turn off the wind and lower sea conditions.

Too cheap? Do you have any idea what it takes to make a deep water channel and build a pier? Lots and lots of money and environment impact studies in a foreign country. Yet they are spending many, many millions to do it.
