PART1....You could check your luggage w/ the curbside porter at the passenger drop off area, exit the port's private rd. back on to 12th, loop around, then re-enter the private rd to head to the parking area, maybe taking an extra 45-60 minutes of driving in NYC traffic. Just to note you need to reserve the rooftop parking and there is no way to indicate you need an HC spot.

PART2....Or drive direct to the rooftop lot @ the port, ask a porter waiting at the elevator for bag drop offs, if they will follow your car & take the luggage from you at the parking spot. There's no guarantee the porter will leave his post, so in a pinch you would need to be able to wheel your luggage through the lot to the elevator.

PART3... The port's rooftop lot charges 45/day tax and local fees included. It is self park you keep your keys. You pay at the time of online reservation.

PART4... Offsite parking is available but the discount you think your getting for parking 3-4 blocks away from the pedestrian entry is tempered by the fact that the per day price is shown without taxes and local fees which are added at the end. Also, they are valet garages & lots, you leave your keys, & sometimes long-term parking gets moved to another location from your drop off point, if they are a busy daily parking area.
