We did not do an excursion as this is the third time we were in San Diego. I Iove this as a cruise port. Its easy to get to, has very nice waterfront area, great restaurants, and so close to reasonably priced pre-cruise hotels that we walked to the ship from our Hotel pulling our bags with us. It took 11 Min. Try that in Florida ports.

You can walk yourself across the street to the port from several wonderful hotels. (We stayed at the Springhill Suites). There are also great restaurants nearby and things to do including the Midway tour which is within walking distance of the port. We took the Temecula wine tasting tour--which was decent--the scenery was great and some of the wine was good.
