If you are flying, you must follow TSA 3oz rule for carry on. Airline checked luggage does not matter. As for the cruise there is no limit.
Pack sunscreen in your regular not carry on luggage.

Just want to add for the TSA carry-on rules all 3.3oz (100ml) or less containers of liquid must be packed in a 1 quart baggie together (1 baggie per passenger) and will be screened outside of the luggage, along with any electronics. So you may want these things to be easily accessible in the bag for a quick unpack and repack while on the security line. If you will have checked luggage it is better to pack all your toiletries in that bag, as there is no volume restrictions.
If you are only traveling with carry-ons your other options would be to purchase the sunscreen (or other toiletries) in the airport after the security checkpoint or once you land. Of course once you are flying back you will need to discard (or give to your cabin steward) any container that is over the volume limitation.
I always just throw the sunscreen in the suitcase. Since you're on a plane, I doubt you'll be using it, so why take up space in your carry on for it?
Yes. Carry on 3oz, checked bag - large bottle. Put in a plastic bag just in case they leak.
