Good question and I would love to know the answer as we are booked on Anthem in November. This will be our first time on RCCL so not sure how they work.

If you do not have internet access and you will not unless you pay for it. the best option is the in-room phones and phones in common area.  From almost anywhere on the ship you can call your friends cabin, without going to it or leave a message about meeting if not in the cabin.

It would be really nice if the cruise lines could provide free contact within the ship using limited WiFi, maybe someday they will but for now it pay for full interest access, or go old school wired phones and pre made plans.

Carnival Cruiseline has an app for guests to download , and it’s free, but you pay just $5 per cruise to be able to contact friends and family  cruising on the same ship. It’s a great way to plan to meet up for a meal or activity. It can be used anywhere on the ship and you are not charged any internet roaming fee because your device is in airplane mode.

A few of the cruiselines now offer the ability to communicate via apps using the on board wifi but it is not yet widespread and limited to only certain ships in some fleets. Hence the question here being ship specific.
