According to Carnival deck plans, the room you were in sleeps 4 people. 2 uppers and 2 lowers, so I don't see how it only slept 3. Secondly, You are not supposed to sit on the stairs because it IS a safety hazard. This applies not only to ships but ANY public place. I think the issues that you experienced on the ship are NOT the cause of the staff or crew but the to the actions of said passengers.

The ships I've been on, the A/C was vent open for cool, vent closed, no cool air.Was the vent open?
The stairs are crowded on debarkation day? The steps and elevators are crowded as soon as they call service assist as they are hauling every item they brought with them plus every bagged item they've purchased during the cruise. There is several thousand people on board trying leave like you are.

If I remember correctly, the air condition controls on the Paradise are on the ceiling. Did you ask your room steward? Sorry, you did not enjoy this ship.
